The initiative is governed by the Ministry of Science and Technology, and the collaboration is aimed to empower start-ups from the country to step on the world stage.

The Vietnam National Start-up initiative and the Beowulf will build an application code-named QUICKOM, a digital technology platform. In a Facebook post by Techfest Vietnam, another government initiative, it mentioned that Beowulf Blockchain would provide the National Start-Up and Innovation Support Center (NSISC) and Techfest Vietnam models for global remote conference activities and customer support QUICKOM call center. This will help promote remote training & coaching, customer care, and other related services for the Techfest Vietnam events.
